City Commissions to Review Draft Downtown Creeks Plan

Can Lafayette’s downtown creeks get any better? A year ago the City began work on a Downtown Creeks Plan to restore the creeks, to increase the community’s appreciation of this asset, and to entice more people to shop, dine and linger downtown. The City Creeks Committee is guiding the plan’s preparation and will be presenting its draft recommendations to other City commissions and committees that could play a role in implementing the plan.

The first meeting will be before the Parks Trails & Recreation Commission at the Lafayette Community Center’s Sequoia Room on August 10th, 7:00 PM, 500 St. Mary’s Road. Will Elder, Chair of the Creeks Committee, said the purpose of the Downtown Creeks Plan is to provide a long term vision for restoration and public enjoyment of downtown creeks. Proposed enhancements begin with revegetating creek banks with native riparian plants and improving the filtration of water that gets in to our creeks. Larger projects include construction of overlooks, creek access points and other public spaces along the creeks.

“Our study area involves about 1.6 miles of creeks located south of Mount Diablo Boulevard from Risa Road on the west to the Gazebo by Golden Gate Way on the east. Most of these creeks are privately owned so creek enhancements are likely to occur gradually over many years as individual properties redevelop” he said.

The plan proposes that the City move ahead with creek enhancements on the few publicly-owned creek sections in the downtown. “We are hoping that these public projects will stimulate the interest of other creekside landowners to upgrade their creeks, “explained Elder.

The Creek Committee is looking forward to vetting its draft recommendations before other City committees and commissions.

“Our first presentation will be to the Parks, Trails and Recreation Commission,” said Elder, “where we will be seeking their thoughts on future trail and park improvements along creeks in the downtown. The presentation to the Design Review Commission will highlight draft recommendations on how development should occur on creekside properties. The Parking Ordinance Committee will be asked to review proposed creek enhancements that impact downtown parking. We will be asking for guidance from the Downtown Street Improvement Master Plan Implementation Committee on how to integrate the proposed creek enhancements where they border downtown streets.”

A meeting still needs to be scheduled with the City’s Public Art Committee to discuss opportunities for incorporating public art and iconic markers that will brand enhanced creek areas.

Elder encourages both businesses and residents to actively participate in the plan’s preparation. “The presentations to the various City committees and commissions will be at publicly noticed meetings” he said.

After the Creek Committee consults with the other committees and commissions, any necessary adjustments will be made to the draft recommendations before presenting the plan to the Planning Commission and the City Council for adoption later this year.
